In my experience, most bureaucrats want to help you. Yes, there are bureaucrats who just love the process or those who somehow bend the process for there own self interest. However most get into that line of work because they actually care about their cause and want to do right. BE NICE even when it seems pointless and ridiculous. It is amazing how much help you can get if you don’t approach it with a huge ego.

He’s feeding the echo chamber with hopes it will drive his supporters to a voting frenzy. If he can’t get them to the polls, he will lose. His goal now is only to stir and agitate and excite his base.
There are some monitoring tools which take a snapshot of the process table every few minutes. If you happen to run one of those, and your process happens to be running when the snapshots is taken you can catch it.
If this is a postgresql server and you have logging turned up with pids being logged, and the pin in question was a database process, you can probably find it in the database logs.
I bet if you cut it vertically the lights will go out.
