Even if he can’t formally quit, he could effectively quit by just refusing to meet the obligations of the treaty. Who would stop him?
Remember: the cruelty is the point. No amount of logical argument about the uselessness of executions for deterring crime, or about how often innocent people are convicted of serious crimes or especially appeals to basic human mercy will sway a dedicated conservative from their desire to inflict suffering on those they deem lesser than themselves.

I’m always skeptical of any story about a bill being submitted. There’s a lot of steps between that and it even getting a vote. Is this really newsworthy? Let me know if it gets through committee, then I’ll care.
It’s because of the lack of party discipline in the US political system. There’s no party whip to bring everyone in line, so bills need to cater to the whims of many individual politicians to get votes rather than being negotiated strictly at the leadership level.
If politicians want people to have more children, maybe they could do something to make having kids less ruinously-expensive.
